Questions to the French “Model” in the Postsecular Condition There are a number of compelling reasons why we—in our “ postsecular societies”1—should be paying closer attention to that debate which has been raging in France in recent decades, namely, that concerning the separation of “religion” and “politics.” For one, during the past decade, some Europeans—and especially my Dutch compatriots—have been looking with undisguised jealousy at the strict simplicity and transparency of the French “model” of secular government, the laïcité, one (...) that seems to guarantee a neat and orderly separation of religion and politics. Adverse events that harm patients can also have a harmful impact on health care workers. A few health care organizations have begun to provide psychological support to these Second Victims, but there is uncertainty over whether these discussions are admissible as evidence in malpractice litigation or disciplinary proceedings. We examined the laws governing the admissibility of these communications in 5 states, and address how the laws might affect participation in programs designed to support health care workers involved in adverse events. (...) We found that privilege is uneven from stateto- state, and also unclear. Ambiguity alone could have a chilling effect on Second Victim programs. We propose legislation to protect volunteer and health care worker communications provided by peer counselors, or failing this, updating of statutory provisions to explicitly include these communications within the ambit of existing protections. Enhancing protections could help to foster an environment of healing for both patients and caregivers. (shrink)

The harmful impact of an adverse event ripples beyond injured patients and their families to affect physicians, nurses, and other health care staff that are involved. These “Second Victims” may experience intense feelings of anxiety, guilt, and fear. They may doubt their clinical competence or ability to continue working at all. Some go on to suffer post-traumatic stress disorder and depression.Medical institutions long ignored this problem, preferring to believe that adverse events, or “errors,” occur due to incompetence — the unfortunate (...) work of a few “bad” practitioners who deserve, if anything, a reprimand for their negligence. Study after study has rejected this attribution and shown that adverse events in health care stem primarily from systemic flaws, not “bad apples.” Devastating errors, in other words, can, do, and always will happen in the care of competent, well-trained, and caring practitioners. The sarcasm of the nineteenth-century Catholic conservative thinker Joseph de Maistre with regard to the abstraction-tainted works of revolutionary thinkers, has become famous: “In my life I have met Frenchmen, Italians, and Russians, but Man, I solemnly declare, I have never met before; perhaps he exists, but not to my personal knowledge.”1These concepts acquire a practical, political, and even (...) polemical meaning when acted upon in the name of man, human rights, and finally humanity against “inhuman” practices…. In the past few years in the Netherlands and other multi-ethnic democratic states we hear sharp political and intellectual criticism on the philosophical idea of a ‘multicultural society’. In this article, the author questions the criticism of several liberal and conservative political philosophers, who in their approach give attention to the genealogy of multiculturalism. While a liberal as Brian Barry sees multiculturalism as a regression, the conservative Roger Scruton on the other hand considers this political and intellectual phenomenon as a (...) bridge too far, a symptom of the disintegration of the modern nation. The author argues that these criticisms are forcing us to abandon a form of multiculturalism that considers ‘toleration’ as the highest principle. The ‘toleration-multiculturalist’ gets entangled in inconsistencies and moral paradoxes, as soon as he wants to determine his position towards intolerant and immodest variations of the Volksgeist, the cultural homogeneity and identity. The underlying problem in the discussion among liberals, conservatives and multiculturalists is the ontological vulnerability of cultures. This vulnerability has to do with the fact that cultures, traditions and identities are dependant on the constructive work of autonomous interpreters. Therefore a permanent dialogue with the past is necessary. While nationalists and multiculturalists are inclined to eliminate this vulnerability by fixating and immunizing the cultural and national identity, the liberals are neutralizing the cultural loyalties of people through the privatisation of identities. In contrast to these positions the author pleads for a form of democracy in which the rituals of democracy mediate the permanent dissensus about the meaning of nevertheless being a national community. In the Netherlands, the traditional and famous ‘culture of tolerance’ in the past few years surprisingly became associated with the laxity, half-heartedness, even negligence and indifference with regard to serious problems in a multi-ethnic society. For the time being, a polemical use of the term dominates: tolerance as an aspect of our western ‘superiority’ against barbaric fundamentalism. To regain some grip on the – at least in the Netherlands – apparently ‘hollow’, even politically and morally dubious concept of tolerance, the (...) author returns to the genealogical ‘founding forge’ of the term, the civil war fought in the name of religion in sixteenth- and seventeenth-century Europe. He demonstrates that tolerance was a key-category in a tiring, centuries-old process during which a ‘Gordian knot’ – the congruence of political power and religious faith – was being abandoned. The historical case-study of the dissident preacher John Bunyan and the early Quakers in seventeenth-century England shows, that during the Age of religious Discord political, social and religious themes are inseparably intertwined, not only from the point of view of the defenders of the status quo, but also from the standpoint of the religious dissidents and their ‘illegal’ preaching. In the intellectual history one can witness the birth of the early-modern concept of a minimal, political concept of tolerance. In a negative sense, this was a departure from attempts to uphold or restore the unity of ‘true faith’ by political coercion. In a positive sense it implied the sufferance of dissident faith and religious practices by a political power ‘in order to prevent the worse from happening’. In this process, political power became more and more an autonomous institution, above society. This minimal, political concept of tolerance has been surpassed by the state-sanctioned, juridical freedom of religion. This implies the democratic disjunction of truth and justice, that is, the recognition of an equal, reciprocal right of everyone to live and articulate his or her own truth. This legislation must be supported by a civic and social culture in which tolerance as an ethical virtue is being practiced and cherished. The most exacting form of tolerance is an attitude which tries to overcome the democratic disjunction of truth and justice, in the direction of an ‘oikoumene of religions’ or a ‘fusion of horizons’. But this subtle attitude can easily slip into an ‘idolatry of difference’ and a laissez faire-tolerance, as seemed to have happened in the Netherlands. In the final parts of this introductory essay the author presents the four articles in this thematic edition of Bijdragen: studies on Cusanus, Spinoza and Leibniz regarding tolerance, and an essay on the problems of dealing with alterity. The author concludes with the contemporary dilemma of tolerance. Should the future form of tolerance be based on universalism accompanied with the political neutralization and privatization of religion, nation, culture? Or should tolerance in a globalizing world be fed from particular traditions and sources? (shrink)

There are two basic positions where tolerance as political strategy and moral viewpoint is rejected or made redundant. We are hostile to tolerance when we hold that we are defending an objective truth—religious or secular—which should also be defended and maintained by means of political and legal power. And tolerance become superfluous also when the affirmation of plurality becomes total, and tolerance identical to a vive la difference. As recent developments in my own country—the Netherlands—have demonstrated, the political outcome of (...) this last position is remarkably enough not necessarily an all-inclusive relativistic tolerance. It may just as well be one of intolerance towards ‘believers’ of all kinds, in short: tolerance becomes polemical and belligerent. Turning to religious fundamentalism or ultra-orthodoxy could then become a possible reaction to this relativistic and subjectivist position, as demonstrated in Isaac Bashevis Singer’s novel The Penitent. Between these two positions of hostility or indifference towards tolerance, we can situate that democratic attitude which may rightly be called ‘tolerance’. As ethical position, the tolerant citizen accepts the democratic disjunction between my truth and the symmetrical justice between citizens. As political strategy, a tolerant democratic regime is based upon a political act of exclusion of what I will here call ‘political fundamentalism’. (shrink)

In this contribution, the author argues that there are in our European tradition two fundamental conceptions of politics since the French Revolution. We can call them the politics as the art of co-existence, and the politics of dénouement. Both conceptions also have a very different stance towards the traditional religions: for the first one mentioned freedom of religion is constitutive, for the second one religion must serve the state or can even be made redundant. Paradigmatic in this respect was the (...) communist treatment of religion as a relic of the past that will disappear when historic reason makes our society transparant . Here politics transforms in a quasi-eschatological political religion. In the twientieth century neo-marxist philosophers say farewell to this kind of politics and begin to rediscover religious inheritances and theological motives. Today two other positions towards religions are noticeable: the utilitaristic reductionist treatment of religion as a need , and ‘Enlightment fundamentalism’ which continues the rationalist communist conception of religion as a relic of the past. The author criticises both tendencies, and defends a ‘politics without dénouement’ which correspondents to a ‘religion without guarantee’. In closing the author argues that the recent populist politics either dream of a new alliance between religion and/or ‘culture’ and the state, or – in a strange inversion of the multicultural ideals of the nineties – promote a purely polemical identity against an ‘alien’ religion, i.c. Islam. Here the author claims that both tendencies fail to recognize the real nature of the new problems. (shrink)

Mole's (2008 [this issue]) argument that consciousness is a necessary concomitant of attention rests on the question of what is being attended in spatial attention. His answer is space. Some authors, including ourselves, claim that the fact that the processing of unseen objects can be modulated by spatial attention (e.g. Kentridge et al., 1999; 2004; 2008; Marzouki et al., 2007; Sumner et al., 2006) demonstrates that visual attention is not a sufficient precondition for visual awareness. Mole, however, contends that as (...) space, rather than any object that might occupy that space, is what is being attended, these experiments do not constitute evidence for a dissociation between attention and consciousness. We disagree. To understand the source of this disagreement we need to understand the various processes encompassed by the term 'attention' and to consider experimental evidence illustrating how these processes operate. We review evidence that spatial attention can be deployed with the specific goal of determining the properties of objects occupying the attended region of space. One might, for example, attend to a location with the goal of determining the colour of objects occupying that space as efficiently as possible. Mole's assumption that all that is attended in spatial attention is space is not consistent with this evidence. We conclude that attention can be directed at objects by mechanisms of so- called 'spatial attention' without those objects necessarily eliciting conscious visual experience and hence that attention is not a sufficient precondition for visual awareness. This volume has 41 chapters written to honor the 100th birthday of Mario Bunge. It celebrates the work of this influential Argentine/Canadian physicist and philosopher. Contributions show the value of Bunge’s science-informed philosophy and his systematic approach to philosophical problems. The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. This essay offers a theoretical analysis of the changes which are taking place in the musical consciousness of listeners in the present phase of society. The author seeks rather to deduce the conditions of musical reception from the present stage of musical production. The first part of the article deals with changes in production as they affect the general consciousness of listeners. Light music is discussed as well as serious music insofar as it reaches the consumer. Changes in reception are (...) revealed in certain characteristics like the cult of the melody, of the voice, of the master violin, and they are tied up with specific economic concepts. Success plays a particularly important role in this connection.The second part is devoted to the retrogression in listening, analyzed psychologically. Docile passivity, imitation of pre-given patterns, and bitter resentment of the „abnormal“ have become characteristic for the listener. The author shows how this retrogression has become concretized in the formation of a „musical child’s language.“Many listeners seek to overcome passivity by a pseudo-activity. The social function of certain types like the jitter-bug, the radio amateur, or the man with a knack for jazz, are discussed.L’article entreprend d’interpréter sous forme d’une esquisse théorique les transformations qu’a subies la conscience musicale des auditeurs dans la phase actuelle de l’évolution sociale.On n’analyse pas psychologiquement les réactions des auditeurs ; mais on prend pour point de départ Tétât de la production, et de celui-ci on déduit celui de la réception.La première partie traite de la transformation de la production dans la mesure où celle-ci atteint la conscience commune des auditeurs. Soumission passive, imitation de l’antérieurement donné, fureur contre ce qui sort de la norme — définissent cette attitude, qui s’objective en un langage musical puéril en formation et dont quelques éléments sont esquissés.A cette passivité, de larges groupes d’auditeurs cherchent vainement à échapper par une pseudo-activité. Quelques types de pseudo-activité sont décrits : l’enthousiaste, le bricoleur et le „chic type“. On montre la fonction sociale de ces types.Enfin, on traite des possibilités dialectiques de l’audition du régressif. We also give numerous (...) tables, figures, formulae, and reviews of topics such as Higgs Boson Physics, Supersymmetry, Grand Unified Theories, Neutrino Mixing, Dark Energy, Dark Matter, Cosmology, Particle Detectors, Colliders, Probability and Statistics. Among the 117 reviews are many that are new or heavily revised, including those on Pentaquarks and Inflation. The complete Review is published online in a journal and on the website of the Particle Data Group. The printed PDG Book contains the Summary Tables and all review articles but no longer includes the detailed tables from the Particle Listings. The article consists of four chapters taken from a comprehensive study on Wagner.The first chapter discusses the character of the man Wagner. The author undertakes a social analysis which reveals Wagner to be a bourgeois figure who is no longer able to fulfill the monadological claims of bourgeois society, and who actually deserts to the ruling powers while seemingly in conflict with the society of his day. This analysis is made particularly clear through a study of Wagner's anti-Semitism.The following sections, (...) only excerpts of which appear in the present essay, study the relationship between Wagner’s social character and the technical structure of his works, using concepts such as the conductor- composer and the,,gestural type“ of composition. This approach involves minute analyses of certain essential elements of Wagner's technique : the leitmotif, the infinite („unendliche“) melody, his harmonization and scoring.From the principle of Wagner's instrumentation the author derives the concept of phantasmagoria, which is the subject of the sixth chapter of the larger wrork (reprinted here). Phantasmagoria is defined as the aesthetic phenomenon that tends to hide the mode of its genesis and to appear as „nature“.The seventh and eighth chapters have not been included. They deal with the notion of the music drama as the phantasmagoric form, developed primarily from Wagner's theoretical writings, and with the mythical element in his work. The mythical in Wagner is two-sided, for it seeks to interpret the unconscious and in turn to dissolve the real into the unconscious.The two final chapters are devoted to the philosophy inherent in the works of Wagner and to a philosophical interpretation of his work. Chapter nine discusses the Ring from the standpoint of the betrayal of the revolution by the „rebel“. The canon is given by analysis of Wotan as the unity of Impotent old god and beggar. Chapter ten describes Wagner's pessimism. An aspect of Pisistratus, which has not hitherto been utilized in this question , appears to justify another presentment of the evidence which connects him with the Homeric tradition. I shall endeavour to be brief and not to repeat what is common property or irrelevant. The literature and the bearing of the controversy are given with his usual clearness by P. Cauer, Grundfragen der Homerkritik,2 pp. 125 sqq. Cauer's private doctrine, that Homer was for the first time written down by (...) Pisistratus, I consider sufficiently refuted by C. Rothe, Die Was als Dichtung, pp. 5–13. Fantastic views lately promulgated in England are1 dealt with conclusively to my mind by Mr. A. Lang, The World of Homer, pp. 281 sqq., to whose account nothing for controversial purposes need be added. On looking back over the literature I find myself most in agreement with Hans Flach, whose treatise, Die litterarische Thdtigkeit des Peisistratos, 1885, has been unduly depreciated. The challenges raised in this article are not with information theory per se, but the assumptions surrounding it. Neuroscience isn't sufficiently critical about the appropriate ‘receiver’ or ‘channel’, focuses on decoding ‘parts’, and often relies on a flawed ‘veridicality’ assumption. If these problematic assumptions were questioned, information theory could be better directed to help us understand how the brain works.

In this paper, we endeavour to give a historically accurate presentation of how Leibniz understood his infinitesimals, and how he justified their use. Some authors claim that when Leibniz called them “fictions” in response to the criticisms of the calculus by Rolle and others at the turn of the century, he had in mind a different meaning of “fiction” than in his earlier work, involving a commitment to their existence as non-Archimedean elements of the continuum. Against this, we show that (...) by 1676 Leibniz had already developed an interpretation from which he never wavered, according to which infinitesimals, like infinite wholes, cannot be regarded as existing because their concepts entail contradictions, even though they may be used as if they exist under certain specified conditions—a conception he later characterized as “syncategorematic”. Thus, one cannot infer the existence of infinitesimals from their successful use. By a detailed analysis of Leibniz’s arguments in his De quadratura of 1675–1676, we show that Leibniz had already presented there two strategies for presenting infinitesimalist methods, one in which one uses finite quantities that can be made as small as necessary in order for the error to be smaller than can be assigned, and thus zero; and another “direct” method in which the infinite and infinitely small are introduced by a fiction analogous to imaginary roots in algebra, and to points at infinity in projective geometry. We then show how in his mature papers the latter strategy, now articulated as based on the Law of Continuity, is presented to critics of the calculus as being equally constitutive for the foundations of algebra and geometry and also as being provably rigorous according to the accepted standards in keeping with the Archimedean axiom. We show that the divergence between the predictions of quantum optics and the local realist theory known as stochastic optics, for the extended type of photon-coincidence experiment described recently by de Caro, is of the same order of magnitude as for Aspect-type experiments. This means that, in such new experiments, as in those so far performed, counting statistics will have to be greatly improved before a discrimination between the two theories becomes possible.We also show that the outstanding difference between the (...) two theories is that, while stochastic optics uses a genuine, that is, positive, detection probability, the corresponding quantum formalism leads to a pseudoprobability. Nevertheless, there is a striking parallel, in that both theories recognize the phenomenon known as enhancement, and both describe it as having its origin in a mixing of the signal field with the zero-point field by a polarizing device. Leibniz never tired of stressing the fundamental importance of the concept of continuity for philosophy, nor was he shy of attributing major importance to his own struggle through “the labyrinth of the continuum” for the subsequent development of his whole system of thought. Unfortunately, however, his own thought on the subject is something of a labyrinth itself, and from a modern point of view many of his pronouncements are apt to seem blatantly contradictory.Certain quotations seem to commit him unambiguously to (...) atomism.
